A public EV charging station buys electricity from the distribution company on an EV tariff and sells it to vehicle owners at a higher price per unit through a mobile app. This profile is a small station with one 30 kW DC fast charger and two 7.4 kW AC chargers on land you already own or control, such as a dhaba, shop front, parking lot or petrol pump. Setting up a station needs no licence, the chargers run unattended, and running costs are low. The difficulty is usage. A charger earns only while a vehicle is plugged in, and most public chargers in India are busy for a small part of the day. At typical usage this station does not cover a bank loan in its first years. It pays only where EV traffic is already strong: highways, cab and fleet hubs, and busy city spots.

Skills needed: Choosing a site with real EV traffic, working with the electricity company for a connection, and basic upkeep. Charger makers and charging networks handle software, payments and repairs.

Capacity is what the chargers could deliver if busy 24 hours a day; real usage is a small fraction of that. Industry guides put public DC charging at ₹15–25 a unit and the operator's power cost at ₹6–12. One guide treats 8–10% usage as realistic. Government guidelines let states cap the service charge (reported as ₹11–13 a unit for DC), so check your state's ceiling. The app and commission cost is an estimate.

You alone

    Licences and registrations

No licence to set up a public charging station

    recommended

When: Read the current guidelines before investing · Cost: None

Under the Ministry of Power's guidelines, anyone may set up a public charging station without a licence if it meets the technical and safety standards. The guidelines were revised in 2024; read the current version and your state's EV policy.

Electricity connection on the EV tariff

    mandatory

When: Before installing chargers · Cost: Connection charges and deposit as per the distribution company

Apply to the distribution company for a separate EV connection. Tariffs and time-of-day rates differ by state.

    Electrical safety inspection

    mandatory

When: Before energising · Cost: Inspection fee

The installation must meet Central Electricity Authority safety regulations and be cleared by the electrical inspector where required.

    GST registration

    mandatory

When: Before billing customers · Cost: Free

Charging services are taxed. Confirm the rate and how it applies with a CA.

    Fire and local body permissions

    if applicable

When: Before construction · Cost: Varies

    State and central subsidy schemes

    if applicable

When: Before buying chargers · Cost: Free to apply

Central and state schemes have supported public chargers at times. Check what is open now, and do not plan around a subsidy until it is sanctioned in writing.

    How it works

    1. Study the site: count EVs passing or parked, nearby chargers and how busy they are.
    2. Apply for the EV electricity connection and confirm the sanctioned load and tariff.
    3. Choose chargers and a charging network or app partner.
    4. Do civil and electrical work; install, test and get the installation inspected.
    5. List the station on charging apps and maps; set the price per unit.
    6. Monitor usage and uptime daily; fix faults fast, because a dead charger loses customers for good.

    Loan route

    Mudra loan (Tarun Plus)

    Own money ₹1.46 lakh · Loan ₹13.2 lakh · EMI ≈ ₹30,679

No collateral, no subsidy. Only if you have taken and fully repaid an earlier Tarun loan.

    How Mudra works

    PMEGP (new units)

Subsidy ₹2.19 lakh (general, urban) to ₹5.12 lakh (special category, rural). EMI ≈ ₹25,566–₹20,453.

Own money 5–10%. Applicant must be at least 8th pass for this project size. Subsidy is held as a 3-year deposit, then adjusted against the loan.

    How PMEGP works

Assumes 10.5% interest, 5 years including a 6-month moratorium. PMEGP was approved up to FY 2025-26. Check on the KVIC PMEGP portal that applications are open before you plan around the subsidy.

No collateral and no third-party guarantee (covered by the Credit Guarantee Fund for Micro Units).

Who buys and how to sell

    Buyers

    • Electric car owners on highways and in cities
    • Cab and ride-hailing drivers
    • Delivery and logistics fleets
    • Electric three-wheeler and two-wheeler users (AC charging)
    • Offices and housing societies nearby

    Ways to sell

    • Listing on charging apps and map services
    • Tie-ups with cab and delivery fleets for regular charging
    • Location on a highway or at a place where people wait (restaurant, mall, dhaba)
    • Roaming agreements between charging networks

Season: Follows travel: busier on weekends, holidays and highway travel seasons.

Competition: Charging networks, oil-company outlets and car makers' own chargers, plus home charging, which most private owners use daily. A public charger wins on location, reliability and price.

Risks and how to handle them

Too few vehicles use the charger to cover the loan

Invest only at a site with proven EV traffic or a signed fleet tie-up; start with AC chargers and add DC when usage is visible.

    Charger faults and downtime

Buy from a maker with service in your area, take a maintenance contract and monitor the charger remotely.

Electricity tariff or service-charge ceiling changes

Follow state tariff orders and keep the selling price within the ceiling.

A larger network opens a faster charger nearby

Keep your station on the main apps, well lit, clean and working; add amenities such as a waiting area.

Technology changes make the charger outdated

Choose current connector standards and avoid over-investing ahead of demand.

    Tips from the trade

    • On these numbers the station makes a loss in its first years at typical usage. Put your own expected usage in the calculator before deciding.
    • The best sites already have people waiting 30 minutes or more: highway restaurants, malls, hospitals.
    • A fleet that charges every day is worth more than passing cars; talk to cab and delivery operators before you build.
    • Charging-network franchise and revenue-share models reduce your investment but also your share; compare both.

    Questions people ask

Is an EV charging station profitable?+

Only with enough usage. A charger earns when a vehicle is plugged in, and one industry guide treats 8–10% usage as realistic for a public fast charger today. At that level the margin on electricity sold does not cover a loan on the equipment. Stations on busy highways or serving fleets do much better.

Do I need a licence to open a charging station?+

No. Under the Ministry of Power's guidelines a public charging station can be set up without a licence, provided it meets the technical and safety standards. You do need an electricity connection, safety clearance and the usual business registrations.

How much investment is needed to start a ev charging station business?+

About ₹14.6 lakh for a small unit: ₹12.9 lakh for machinery and equipment, ₹1.5 lakh for set-up costs and ₹16,995 as working capital (stock, credit to buyers and one month of expenses). Prices as of October 2026.

How much profit can a ev charging station business make per month?+

At 10% of capacity, sales are about ₹58,050 a month and operating profit about ₹18,058 before the loan instalment. After an EMI of about ₹30,679, the owner keeps about −₹12,622 a month until the loan is repaid. These are estimates; your prices, rent and sales decide the real figure.

Which machines are needed for ev charging station?+

30 kW DC fast charger (₹7 lakh–₹8.5 lakh); 7.4 kW AC chargers (₹35,000–₹1.5 lakh).

Can I get a Mudra loan or PMEGP subsidy for ev charging station?+

With a project cost of about ₹14.6 lakh, the bank loan of about ₹13.2 lakh falls under Mudra Tarun Plus. Mudra has no subsidy. As a new unit you may instead apply under PMEGP, where the subsidy is 15–35% of the project cost (up to about ₹5.12 lakh here for a special-category applicant in a rural area). PMEGP was approved up to FY 2025-26. Check on the KVIC PMEGP portal that applications are open before you plan around the subsidy.

What licences are required for ev charging station?+

Mandatory: Electricity connection on the EV tariff, Electrical safety inspection, GST registration. Depending on your set-up you may also need: No licence to set up a public charging station, Fire and local body permissions, State and central subsidy schemes.
