Street Vending: a Cart or Stall of Your Own
ठेला या रेहड़ी लगाना · हातगाडी किंवा फेरीचा व्यवसाय
Selling vegetables, fruit, tea, snacks, clothes or small goods from a cart, basket or footpath stall. The classic way to start with almost nothing, now backed by a law and a government loan.
The short answer
The most direct way to start earning with a few thousand rupees: buy in the morning, sell by night, keep the difference. The work is hard and the place is everything. Protect yourself by getting on your municipality's vendor survey and using the PM SVANidhi loan for stock in place of a moneylender.

A street vendor buys goods from a wholesale market or cooks them fresh, and sells from a fixed spot or by moving through a locality. Vegetables, fruit, tea and snacks need daily buying and waste what is unsold; clothes, toys and household goods keep longer but tie up more money. The spot decides the sale: near a station, a school, a market, an office gate. Under the Street Vendors Act of 2014, every town must survey its vendors through a Town Vending Committee and issue certificates of vending, and surveyed vendors may not be evicted without due process.
What you need
- Age 18 or above.
- A cart, basket, stall or cycle, bought second-hand or hired by the day.
- Money for the first few days' stock.
- A spot with footfall where vending is tolerated, ideally a recognised vending zone.
- For cooked food: FSSAI registration, clean water and covered food.
- Aadhaar and a bank account with UPI, which also builds the record for a loan.

How the money works
You keep the difference between what you pay at the wholesale market and what customers pay you, less what spoils, the cost of the cart, gas or ice, and any municipal fee. Money comes in daily, in cash and UPI.
- Perishables give quick turnover and daily waste. Buy for one day until you know your sale.
- Rain, festivals, exams and municipal drives all change a day's sale.
- Paying by UPI builds a transaction record that helps you get the next loan.
What people actually take home
We do not estimate earnings ourselves. Each line below is someone else's figure, with who said it and when.
Under PM SVANidhi, street vendors can borrow up to ₹15,000 as a first working-capital loan, then up to ₹25,000 and ₹50,000 on repayment. The scheme was restructured in August 2025 and runs to 31 March 2030.

The Street Vendors Act, 2014 requires a Town Vending Committee to survey vendors at least every five years and issue certificates of vending. No vendor is to be evicted or relocated until the survey is complete and certificates are issued.

What we could not find
- Any reliable survey of what vendors earn in a day, by trade or city.
- The fee and procedure for a certificate of vending in each town. They are set by state rules.
| Ask before you start | Where to ask |
|---|---|
| Am I on the vendor survey, and how do I get a certificate of vending or a letter of recommendation? | Your municipal ward office or the Town Vending Committee |
| What do you sell in a day here, and what is left after buying? | Vendors selling the same thing in a different locality, who are not your competitors |
| Do I need a food registration for my stall? | The FSSAI registration portal (FoSCoS) or the local food safety officer |
Is it legal where you live?
All India
The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 protects vendors who are surveyed and hold a certificate of vending, and provides for vending zones. Each state has its own rules and scheme. Vending in a declared no-vending zone can still lead to removal and seizure of goods.

How to start
- Spend a few days at the wholesale market and at the spot you have in mind, watching what sells and when.
- Start with a hired or second-hand cart and one day's stock.
- Ask the ward office about the vendor survey and the certificate of vending.
- Open a UPI account for the stall and take payments on it.
- Apply for the PM SVANidhi loan through a bank or Common Service Centre and repay on time to unlock the next step.
- For food, register with FSSAI.
What is good about it
- Needs very little money, and no schooling.
- Cash comes in from the first day.
- You are your own master and choose your hours.
- A legal framework and a dedicated loan now exist.
- A good spot can grow into a shop.
What is hard about it
- Long hours on your feet in heat, rain and traffic.
- Income swings with weather, season and municipal action.
- Harassment and informal payments are common where vendors are not surveyed.
- Unsold perishables are a daily loss.
- No paid leave, no cover if you fall ill.
Traps to avoid
- Daily-collection moneylenders. The interest is far higher than it looks; use the SVANidhi loan.
- Agents charging for a 'vending licence' or for the SVANidhi loan. Apply at the ward office, a bank or a Common Service Centre.
- People who 'sell' a footpath spot. Nobody owns it.
