A notebook unit buys ruled paper and printed covers, counts sheets, stitches or pins them with the cover, folds, presses and trims the edges to make exercise books and registers. Small units buy paper already ruled, or get ruling done outside, to avoid a costly ruling machine. Every student needs notebooks each year, and schools, coaching classes and offices buy in bulk. Paper is most of the cost, so the margin per book is thin and profit depends on volume and careful paper buying. The hard parts are a selling season packed into a few months before schools open, the stock and credit that this requires, and competition from large brands and other local units.
Skills needed: Machine operation (learnt in weeks), paper buying by GSM and weight, and selling to wholesalers and schools.

Who buys and how to sell
Buyers
- Stationery wholesalers and distributors
- Stationery and general shops
- Schools, coaching classes and colleges
- Offices and institutions (registers)
- NGOs and donors buying in bulk
Ways to sell
- Advance orders from wholesalers from January onward
- Direct school orders with the school's name on the cover
- Shop-to-shop sales in nearby towns
Season: Very seasonal. Most sales fall between March and July before and just after schools reopen. The rest of the year is for registers, office books and building stock.
Competition: National notebook brands and many regional units. Small units win custom school orders and local wholesalers on price and delivery.
Risks and how to handle them
Paper prices rise after you have taken orders
Buy paper as soon as an order is confirmed, or quote with a validity date.
Large stock and credit before the school season strain cash
Arrange a working-capital limit, take advances on custom orders and avoid guessing volumes.
Unsold stock after the season
Make to order where possible and keep generic designs that sell next year too.
Fire or dampness damages paper stock
Insure stock, store on pallets away from walls, and keep extinguishers.
Tips from the trade
- Buyers compare page count and paper weight; never short-count pages.
- School-branded notebooks are steadier business than open-market sales.
- Use the off-season for registers, long books and account books.
Questions people ask
Do I need a ruling machine to start?+
No. Many small units buy ruled paper or pay a job-worker to rule it. A ruling machine makes sense only at higher volumes.
When should a notebook unit start production?+
Aim to be running by December or January so that stock is ready for wholesalers' buying from February to May.
How much investment is needed to start a notebook and register making business?+
About ₹14.3 lakh for a small unit: ₹6.19 lakh for machinery and equipment, ₹73,000 for set-up costs and ₹7.39 lakh as working capital (stock, credit to buyers and one month of expenses). Prices as of October 2026.
How much profit can a notebook and register making business make per month?+
At 50% of capacity, sales are about ₹5.81 lakh a month and operating profit about ₹60,438 before the loan instalment. After an EMI of about ₹30,035, the owner keeps about ₹30,402 a month until the loan is repaid. These are estimates; your prices, rent and sales decide the real figure.
Which machines are needed for notebook and register making?+
Notebook making machine set (stitching, folding, pressing, edge squaring) (₹1.16 lakh–₹10 lakh); Paper cutting (guillotine) machine (about ₹1.5 lakh).
Can I get a Mudra loan or PMEGP subsidy for notebook and register making?+
With a project cost of about ₹14.3 lakh, the bank loan of about ₹12.9 lakh falls under Mudra Tarun Plus. Mudra has no subsidy. As a new unit you may instead apply under PMEGP, where the subsidy is 15–35% of the project cost (up to about ₹5.01 lakh here for a special-category applicant in a rural area). PMEGP was approved up to FY 2025-26. Check on the KVIC PMEGP portal that applications are open before you plan around the subsidy.
